What it does

Governor is a routing layer that sits between coding agents such as Claude Code, Cursor, Codex, and GitHub Copilot and the model providers behind them. It takes in each agent request, attaches a map of your code (relevant files, symbols, and dependencies) from Bito's code context engine, and forwards it to a model chosen by a complexity-based router. The output is the model response returned to the agent, along with spend and routing analytics.

People use Governor to lower agent costs by changing an endpoint rather than their workflow. Developers point their tools at one base URL and key, and Governor keeps streaming and tool calls intact. Bito says it reduces both the tokens consumed, by skipping repeated code search, and the price per token, by routing simpler requests to smaller models. Routing tiers, shadow-mode review, and per-key budgets are documented controls.

Governor suits engineering teams with substantial coding-agent spend that already run their own provider keys or a gateway. Access is through a sales-led trial: the pricing page directs readers to contact Bito for scoped usage-based pricing, and the docs describe Bito-hosted and self-hosted deployment. Limitations include that the reported savings are vendor-measured, rates are not published, and some related products such as Orchestra are in closed beta.

What it can do

  • Adds a code context brief to each coding-agent request, reducing repeated file search
  • Routes each request by complexity to a right-sized model, reserving frontier models for hard tasks
  • Works as a drop-in endpoint via one base URL and key for Anthropic- and OpenAI-compatible tools
  • Shadow-mode review of routing decisions before live traffic is switched on
  • Per-key spend budgets and routing-direction and price-ceiling controls
  • Spend and savings analytics across agents and teams

Works with

  • Claude Code
  • Cursor
  • Codex
  • GitHub Copilot
  • Jira
  • Linear
  • Confluence
  • Slack
  • GitHub
  • GitLab

Before you choose

  • Pricing is usage-based and scoped to codebase size and routing volume; exact rates are not published.
  • Model provider costs pass through to your own accounts, so savings appear on existing model bills.
  • Reported savings (48% cost per task, 40-70% range) are vendor-measured in customer A/B tests and should be verified on your own workload.

Get started

The pricing FAQ says to contact us to set up Governor on your coding agents for a free trial.

  1. Choose Bito-hosted or self-hosted deployment (Docker or Kubernetes).
  2. Add LLM provider accounts, routes, and a gateway key per team or tool.
  3. Enable AI Architect and auto-routing in shadow mode, then point coding tools at Governor using two environment variables.

Plans and prices

Governor uses usage-based pricing that scales with indexed codebase size and routing request volume. Exact rates are not published. Model provider charges pass through to your own accounts. A free trial is mentioned, but its length and terms are not stated for Governor specifically.

Governor (usage-based)Usage-basedNamed meters are codebase size and routing volume; rates are scoped during sales conversation, not published.
  • Code Context Engine and Model Router
  • Drop-in endpoint for Claude Code, Cursor, Codex, Copilot
