What it does

Rovo Dev is an AI coding agent from Atlassian that works from Jira work items, pull requests and code repositories. It takes in requirements and codebase context, then produces code plans, implementation (including tests and docs), and pull request review feedback checked against Jira acceptance criteria.

Developers use it in several places: a command-line tool (Rovo Dev CLI), automated pull request reviews in Bitbucket Cloud and GitHub, and a VS Code extension that also works in VS Code-compatible editors such as Cursor. Its distinguishing feature is its link to Jira and Atlassian's Teamwork Graph, so plans and reviews draw on work items rather than code alone. Reviews can run on PR creation, on every commit, or only when started manually.

It suits software teams already working in Jira, Bitbucket or GitHub. Important: Atlassian says Rovo Dev is ending as a standalone product. Code Reviewer moves into eligible Jira and Teamwork Collection subscriptions, with Rovo Credits metering starting December 3, 2026; the CLI is becoming a unified Rovo CLI, and standalone IDE features will be retired. Existing use continues for now, and final dates are still to be announced.

What it can do

  • Generates code plans from Jira work items and Atlassian knowledge
  • Turns work items into code, including refactoring, tests and docs
  • Reviews pull requests against common errors and Jira acceptance criteria
  • Runs in the terminal via Rovo Dev CLI
  • Assists in Bitbucket Cloud, e.g. build failure troubleshooting and deployment summaries (Pipelines support in beta)
  • Supports custom instructions and code standards for reviews

Works with

  • Jira
  • Bitbucket Cloud
  • GitHub
  • Visual Studio Code
  • Cursor
  • Model Context Protocol (MCP)

Example workflows

Review a pull request against Jira criteria
Input: a pull request in Bitbucket Cloud or GitHub linked to a Jira work item. Steps: enable Code Reviewer for the repository, choose a trigger (on creation, on each commit, or manual), open the PR. Output: review comments and suggested improvements checked against acceptance criteria.
Plan and implement a work item from the terminal
Input: a Jira work item and a local repository. Steps: install Rovo Dev CLI, authenticate, ask it to build a code plan, then implement it. Output: a plan and proposed code changes with tests and docs.

Before you choose

  • Standalone Rovo Dev will reach end of life; the CLI migrates to Rovo CLI and standalone IDE capabilities will be retired, with at least 60 days' notice.
  • Code Reviewer moves to Rovo Credits metering on December 3, 2026; credit use varies with PR size, commit frequency and repository size.
  • Existing Standard subscriptions are not auto-cancelled; keep them active if you use the CLI or IDE.
